An Caution to Keir Starmer from His Personal Past: Without Boldness on Brexit & the EU, His Labour Rivals Might Be.

Seven years ago, it took just a short phrase to ignite a Labour conference demonstrating Labour was falling out of love with Jeremy Corbyn. Although not exactly stirring rhetoric, the phrase were greeted with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses having such an effect. All he had said was: "We are not excluding remain as an option". Context, however, is key.

In that deeply polarized period in 2018, straying from the prepared script like this was always going to be seen as issuing a challenge to the party leader, who was trying to prioritise Brexit voters in key constituencies over the pro-European instincts within Labour. With that single address, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who would stand up for the party's base against the leadership he later succeeded.

The Shift of Stance and Closed Debates

In the years since, the landscape has shifted, especially for Starmer himself. An early move upon assuming leadership in 2020 was to declare the Brexit issue was resolved by the previous year’s national vote. And, at the last one, he consistently stressed unbreakable pledge commitments that ruled out re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in target constituencies, despite survey data suggests many of them have died or changed their minds.

A Lid That Rattles on the EU

Yet, it’s now the prime minister’s turn to be an embattled Labour leader. And, if Europe may not be the central crisis in UK politics, a lid which was tightly sealed since Brexit is beginning to rattle again.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation caused by Brexit has inflicted on the UK’s economy. It’s a useful stick with which to beat the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and remains his sole political accomplishment.

And yet, the scale of the damage, which by some estimates has resulted in a national economy that is significantly diminished than if it were still in the EU, dwarfs the minor adjustments thus far implemented by the government. The PM's much-touted relationship reset agreed with Brussels last summer provides gains quantified in fractions of a percent.

Internal Pressure & Bolder Ideas

Rachel Reeves is one of those trying to overcome long-standing interior ministry opposition to an expansive version designed to boost growth youth mobility scheme allowing youths can move between Britain and Europe to study or work.

The deputy prime minister has pondered publicly regarding the clear advantages of joining a customs union with the EU, as several Labour backbenchers, including the chair of the Treasury select committee, recently voted for an opposition proposal on joining one.

While the Europe minister, the minister in charge of UK-EU relations, now present at all cabinet sessions, insists the red lines are still in place, there exist avenues to work around them. One idea would be to declaring the commencement of negotiations now on a much bolder deal, for inclusion in the next manifesto, with implementation only if securing a new electoral mandate.

The Prime Minister's Fundamental Scepticism

Yet, Starmer has lately been damping it all down again by warning rejoining an EU customs arrangement could undermine the trade pacts with the US, which he regards as signature achievements of his government.

It is understood that the PM’s scepticism run even deeper, stemming from three further factors.

  1. Firstly, he believes a customs pact has been made much harder as ministers are busily de-aligning from European rules across a range of policy areas, including the environment.
  2. Secondly, the prohibitive cost set for the UK to join a European defense initiative and the subsequent collapse in talks has led British officials that European nations are less interested in offering favorable terms to the UK and are more focused on proving that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by Moscow, is viewed by some influential figures in Downing Street as grounds for Britain to keep its distance from Europe.

An Alarming Strategy and Strategic Calculations

This strange and concerning American strategy paper asserts Europe is threatened by “civilizational erasure” due to Muslim migration. It contains only one reference to Britain, placed beside a suggestion that the US government may interfere in our politics to encourage the rise of nationalist movements.

But, far from concluding that this makes America an unreliable partner, the government reportedly fear that aligning closer with Europe would destabilise geopolitics further by endangering precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Ghost from the Past

All of which brings us back to 2018. The PM has consistently stated that address was not an attempt for the leadership but simply an attempt to preserve the “option” of remain being on the ballot paper. In fact, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he now appears to be opposing.

But it’s not been lost on Downing Street note that the Health Secretary, widely considered would stand in any leadership election, is part of a group of cabinet ministers signaling they desire greater ambition regarding the EU.

Staff for the Deputy Prime Minister, another likely contender in a contest to replace Starmer, maintain she won’t discuss her stance regarding a customs pact because it would only “escalate unhelpful speculation”.

The Obvious Danger and A Prudent Reminder

The risk is clear. If Starmer rules out significant moves towards a close relationship, he cedes ground to occupy the space where most of the party's supporters reside.

It would be prudent of him to recall the impact just a few words had for him in 2018. Potential pathways for a major proposal on EU relations that the prime minister ought to consider; he should prise them open personally, before someone else makes them his – or her – own.
