BBC Gaza Programme Deemed a 'Significant' Violation of Broadcasting Regulations, States Broadcasting Watchdog

The British broadcaster was found to have committed a "significant breach" of media regulations by failing to disclose that the narrator of a documentary about the Gaza situation was the offspring of a Hamas representative, according to UK media regulator Ofcom.

An inquiry by the media regulator into the documentary titled Gaza: How to Survive a Warzone has found that the film was "materially misleading".

The BBC's director general had earlier expressed regret, noting there had been "a major oversight in relation to truthfulness".

The authority has instructed the corporation to transmit a peak-time statement about its conclusions.

"Since this amounts to a major infringement of our regulations, we are instructing the BBC to transmit a statement of our conclusions against it on BBC Two at 21:00, with a timing to be determined," the regulator stated.

'Risk to Undermine Credibility'

The authority's report declared: "Our investigation concluded that the documentary's omission to reveal that the narrator's father occupied a role in the Hamas-administered authority was substantially inaccurate.

"It meant that the public did not have critical information which may have been very significant to their evaluation of the narrator and the details he shared.

"Credibility is at the core of the relationship between a television network and its viewers, particularly for a public service broadcaster such as the British Broadcasting Corporation.

"This oversight had the risk to damage the significantly high levels of trust that audiences would have put in a documentary produced by the BBC about the conflict in Gaza."

The film was removed from the online platform in February after the narrator's familial connections were revealed, and in July an corporation's own inquiry found it infringed the organization's content policies on factual correctness.

A corporation official commented: "The regulator's decision is in line with the results of the internal assessment, that there was a major oversight in the documentary in relation to the corporation's content standards on truthfulness, which reflects clause 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we accept the authority's determination in complete. We will follow the sanction as soon as the timing and wording are finalised."
